JATIMTIMES - Besarnya Sisa Lebih Pembiayaan Anggaran (SILPA) APBD Kota Malang tahun 2025 yang mencapai Rp 303 miliar memunculkan pertanyaan mengenai efektivitas perencanaan dan pelaksanaan anggaran pemerintah daerah.

Di saat layanan kesehatan dan pendidikan masih membutuhkan dukungan pembiayaan yang besar, ratusan miliar rupiah justru mengendap hingga akhir tahun anggaran.

Ketua DPRD Kota Malang, Amithya Ratnanggani Sirraduhita menilai, munculnya SILPA yang cukup besar menunjukkan masih adanya program yang tidak berjalan sesuai rencana. Sejumlah kegiatan bahkan baru terealisasi dalam waktu sembilan bulan sehingga menyisakan anggaran yang cukup besar.

Kondisi tersebut, menurutnya, harus menjadi bahan evaluasi serius agar dana publik yang sudah dialokasikan dalam APBD benar-benar dapat dimanfaatkan untuk kebutuhan masyarakat.

Ia pun mendesak agar SILPA tidak sekadar menjadi angka sisa di laporan keuangan daerah. Dana tersebut didorong untuk memperkuat sektor-sektor yang selama ini menjadi kebutuhan dasar warga.

Prioritas pertama yang disoroti adalah keberlanjutan program Universal Health Coverage (UHC). DPRD menilai layanan kesehatan dasar tidak boleh terganggu hanya karena adanya penyesuaian fiskal maupun perubahan kebijakan dari pemerintah pusat.

"Yang pasti kami selamatkan dulu adalah UHC. Kami tidak mau pelayanan minimum kepada masyarakat akhirnya terhenti," tegas wanita cantik yang akrab disapa Mia ini.

Kekhawatiran itu muncul setelah DPRD memperoleh informasi adanya potensi perubahan skema pembiayaan peserta BPJS Kesehatan yang selama ini ditanggung pemerintah pusat. Jika sebagian beban dialihkan ke daerah, maka APBD Kota Malang harus siap menanggung konsekuensi tambahan anggaran.

Situasi tersebut dinilai berbeda dibanding beberapa tahun sebelumnya. Ketika pemerintah provinsi menghentikan sebagian pembiayaan kesehatan, kondisi fiskal Kota Malang masih relatif longgar. Kini, ruang anggaran dinilai semakin terbatas karena berbagai kebijakan efisiensi dan penataan ulang belanja daerah.

Mia menyebut masih terdapat sekitar 6.000 peserta yang berpotensi masuk dalam skema pembiayaan daerah apabila tidak lagi ditanggung pemerintah pusat. Karena itu, ketersediaan anggaran menjadi faktor krusial agar pelayanan kesehatan tidak terganggu.

Menurutnya, kebutuhan layanan kesehatan justru terus meningkat. Selain penyakit menular seperti campak dan influenza, kasus penyakit tidak menular seperti diabetes membutuhkan pengobatan jangka panjang yang tidak bisa dihentikan begitu saja.

"Kalau perawatan yang sifatnya rutin dan intensif kemudian terhenti karena anggaran tidak cukup, tentu kasihan masyarakat yang bergantung pada layanan itu," ujarnya.

Selain kesehatan, ia juga menyoroti sektor pendidikan yang dinilai masih memerlukan dukungan pembiayaan lebih kuat. Program beasiswa yang sudah terdata berdasarkan nama dan alamat penerima harus dipastikan tetap berjalan tanpa hambatan hingga akhir tahun.

Pihaknya juga meminta pemerintah daerah mengevaluasi kecukupan anggaran pendidikan secara menyeluruh. Sebab, di tengah besarnya SILPA yang tersisa, masih terdapat kelompok masyarakat yang belum sepenuhnya mendapatkan akses bantuan pendidikan.

"Jadi pendidikan juga harus jadi prioritas. Program beasiswa kan sudah terhitung by name by address. Cuman alokasinya apakah sudah teralokasi dengan baik dan tepat sasaran. Lalu juga perlu diperhatikan yang belum mendapat akses," tandasnya.
