JATIMTIMES - Upaya mengurai genangan di kawasan Jalan Letjen Sutoyo terus dipacu Pemerintah Kota Malang. Dinas PUPRPKP setempat melakukan normalisasi saluran sebagai langkah antisipasi untuk menekan sedimentasi yang selama ini menjadi pemicu luapan air ke badan jalan.
Kepala DPUPRPKP Kota Malang, Dandung Djulharjanto, menyebut kegiatan ini merupakan rutinitas yang dilakukan setiap awal musim kemarau. Pembersihan sedimen menjadi langkah awal untuk menjaga kapasitas saluran tetap optimal saat debit air meningkat.

“Ini merupakan langkah antisipasi (mencegah sedimentasi). Seperti tahun-tahun sebelumnya, di awal musim kemarau ini kami melakukan pembersihan sedimen di jalur Jalan Letjen Sutoyo sampai ke arah selatan,” ujarnya.
Normalisasi dilakukan sepanjang kurang lebih satu kilometer dengan titik pengerjaan dimulai dari area Telkom ke arah barat. Pekerjaan kemudian dilanjutkan menyusuri Jalan Letjen Sutoyo hingga menyeberang ke selatan menuju kawasan Batanghari. “Kurang lebih sepanjang 1 kilometer,” ucapnya.
Proses pengerjaan telah berjalan selama dua minggu dan kini memasuki pekan ketiga. Dalam kurun waktu tersebut, volume sedimen yang diangkat terbilang besar dan didominasi campuran lumpur serta sampah.
“Sudah terkumpul kurang lebih 70 dump truck sedimen. Satu dump truck kapasitasnya sekitar 6 sampai 7 meter kubik. Isinya macam-macam, ada sedimen (lumpur/tanah) dan juga sampah-sampah,” jelasnya.
Menurut Dandung, genangan yang kerap terjadi di kawasan tersebut dipicu oleh penyempitan saluran akibat tumpukan sedimen. Kondisi aliran yang berkelok serta bertemunya beberapa arus air juga memperparah potensi luapan.
“Utamanya genangan terjadi karena adanya penyempitan di sana. Di titik ini juga terlihat ada penyempitan dan tumpukan sedimen yang cukup tinggi, sehingga air sering naik,” katanya.
Ia menambahkan, debit air yang besar tidak mampu tertampung ketika saluran tersumbat. Aliran yang tertahan dan perubahan arah arus membuat air meluap hingga ke jalan raya.
“Ketika saluran di sini tertutup sedimen dan arah sunggunya berbelok, maka aliran air akan tertahan dan akhirnya meluap ke jalan raya,” ungkapnya.
Saluran tersebut diketahui merupakan jalur irigasi yang mengalirkan air ke sejumlah wilayah di timur Kota Malang. Di antaranya kawasan Priyo Sudarmo, Sulfat, Sawojajar hingga Amrong yang turut bergantung pada aliran tersebut.
Selain faktor teknis saluran, perubahan tata guna lahan juga menjadi penyebab meningkatnya genangan. Berkurangnya area resapan akibat pembangunan permukiman membuat volume air yang masuk ke saluran terus bertambah tanpa diimbangi kapasitas yang memadai.

“Dulu di area atas masih banyak lahan resapan. Sekarang sudah menjadi area perumahan, sehingga volume air yang masuk ke saluran semakin besar. Sementara itu, ukuran saluran kita dari dulu tidak berubah,” terangnya.
Sebagai solusi jangka panjang, Pemkot Malang menyiapkan proyek NUFReP atau National Urban Flood Resilience Project. Program ini direncanakan menghadirkan sudetan yang akan mengalirkan air langsung ke Sungai Brantas guna mengurangi beban saluran eksisting.
“Nanti akan ada proyek Nufrep, yaitu pembuatan sudetan. Jadi, air dari arah sana akan ditarik langsung ke arah Sungai Brantas,” jelasnya.
Meski demikian, Dandung menegaskan bahwa normalisasi yang saat ini dilakukan tidak berkaitan langsung dengan proyek tersebut. Penanganan yang berjalan saat ini murni sebagai langkah rutin untuk menekan potensi genangan dalam jangka pendek.
“Bukan, ini murni upaya rutin untuk mengurangi genangan. Persiapan Nufrep memiliki jadwal salurannya sendiri nanti,” tegasnya.
Saat ini, proyek NUFReP masih dalam tahap koordinasi dan evaluasi bersama BBWS serta pihak kementerian terkait. Prosesnya pun belum memasuki tahap penandatanganan kontrak.
Jika penanganan di kawasan ini berjalan optimal, dampaknya diperkirakan akan terasa hingga wilayah hilir. Sejumlah kawasan seperti Purwantoro, Bukirsari, Kedawung, Bajang Ratu hingga Bantaran diharapkan ikut terbebas dari genangan.
Selain di Jalan Letjen Sutoyo, normalisasi juga dilakukan di berbagai titik lain melalui program rutin GASS atau Gerakan Angkat Sampah dan Sedimen di tiap kecamatan. “Ya, salah satu yang paling besar memang di sini karena sungainya besar dan volume sedimennya sangat banyak,” pungkasnya.
