Pemkab Sidoarjo Berharap Call Center 112 Jadi Layanan Kegawatdaruratan Terintegritas

‎JATIMTIMES - Keberadaan layanan Call Center 112 merupakan perwujudan salah satu dari 17 program prioritas bupati dan wakil bupati  Sidoarjo untuk memberikan kemudahan pelayanan pengaduan kepada masyarakat. Warga Sidoarjo yang mengalami kondisi darurat emergency dapat menghubungi layanan telepon bebas pulsa 112 untuk segera mendapatkan pertolongan dan layanan tersebut dapat diakses 24 jam.
‎
‎Call center 112 merupakan layanan kegawatdaruratan. Tak hanya itu. Layanan ini juga harus mampu meningkatkan informasi layanan publik di Sidoarjo sehingga call center 112 dapat memudahkan masyarakat dan warga mendapatkan informasi serta mengenal seluruh layanan publik milik Pemerintah Kabupaten (Pemkab) Sidoarjo.

‎Kepala Diskominfo Kabupaten Sidoarjo Eri Sudewo menjelaskan kehadiran Call Center 112 merupakan bentuk nyata kewajiban pemerintah dalam memenuhi pelayanan dasar masyarakat, khususnya penanganan kegawatdaruratan, sebagaimana diamanatkan dalam Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik dan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah.

‎"Call Center 112 adalah instrumen negara untuk memastikan masyarakat mendapat perlindungan dan layanan cepat saat berada dalam kondisi darurat. Ini sejalan dengan visi bupati dan wakil bupati Sidoarjo menuju smart city, terutama pada dimensi smart governance dan smart living," ungkap Eri Sudewo saat dihubungi pada Kamis (16/4/2026).

‎Sebagai wujud optimalisasi implementasi Undang-undang Nomor 25 Tahun 2009 tentang Pelayanan Publik, Call Center 112 juga perlu adanya serangkaian monitoring dan evaluasi (monev) layanan didasarkan  Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (KIP) tetap dikaji setiap tahun.
‎
‎Meski demikian, Eri Sudewo mengakui masih terdapat sejumlah tantangan, terutama keterbatasan sumber daya manusia (SDM), sarana dan prasarana, serta kendala jaringan. Saat ini, aplikasi Call Center 112 masih di dukung melalui skema corporate social responsibility (CSR) dari pengembang yang difasilitasi Kementerian Komunikasi dan Informatika (Kemenkominfo).

‎Terkait permasalahan PJU,  Eri menegaskan, bahwa layanan tersebut diberikan secara gratis dengan batasan sesuai standar operasional prosedur (SOP) yang berlaku di masing-masing unit pelaksana tugas (UPT) ataupun satuan tugas (satgas) percepatan penanganan jalan rusak yang dibentuk pemerintah daerah dan kecamatan. 
‎
‎Menutup dialognya, Eri mengimbau masyarakat untuk menggunakan Call Center 112 secara bijak dan bertanggung jawab. ‎"Gunakan hanya untuk kondisi darurat yang benar-benar mengancam keselamatan jiwa. Penyalahgunaan akan merugikan masyarakat lain yang membutuhkan,"  tegas Eri.

‎Ia juga menyampaikan permohonan maaf apabila dalam pelaksanaannya masih terjadi keterlambatan respons, seraya menegaskan komitmen Pemkab Sidoarjo untuk terus menghadirkan layanan darurat yang semakin cepat, terintegrasi, dan berkelanjutan
‎
‎Terpisah, Arief Budianto -staf Diskominfo Sidoarjo- menjelaskan bahwa layanan ini memiliki keunggulan sebagai nomor darurat yang mudah diingat, dapat diakses secara gratis. 
‎
‎Selain itu, layanan ini 1terintegrasi dengan berbagai instansi terkait, sehingga setiap laporan dapat ditangani secara kolektif dan tidak lagi bersifat sektoral. Seperti Untuk penanganan cepat jalan rusak di Kabupaten Sidoarjo, warga bisa langsung melapor melalui layanan Call Center 112. Setiap laporan yang masuk bakal segera ditindaklanjuti oleh unit pelaksana tugas (UPT), ataupun satuan tugas (satgas) percepatan penanganan jalan rusak yang dibentuk pemerintah daerah di masing-masing kecamatan.

‎"Jika terjadi kebakaran, misalnya laporan tidak hanya diteruskan ke Pemadam Kebakaran (Damkar), nencana alam ke Badan Penanggulangan Bencana Daerah (BPBD), tetapi juga rumah sakit (RS) dan Dinas Pekerjaan Umum Bina Marga dan Sumber Daya Air (PUBMSDA) yang masuk dalam Program Pagu Indikatif Wilayah Kecamatan (PIWK). Juga pihak kepolisian dalam penanganan kasus criminal, Semua bergerak bersama," ungkap Arief.

‎Selama 1 Januari hingga 15 April 2026, Call Center 112 telah menerima sekitar 1.356 laporan yang diterima. Laporan tersebut terdiri atas 551 kasus permasalahan PJU, 176 laporan Evakuasi Hewan, 131 laporan jalan rusak, 125 laporan kecelakaan/laka lantas, 102 Laporan darurat medis, dan 271 kasus darurat lainnya masuk dalam laporan.

‎Sementara itu, pada tahun 2025 tercatat 3.189 laporan yang diterima. terdiri atas 1326 kasus permasalahan PJU, 409 laporan kecelakaan/laka lantas, 295 laporan evakuasi hewan, 265 laporan darurat medis, 177 laporan jalan rusak, 138 laporan kebakaran dan 579 kasus darurat lainnya masuk dalam laporan.

‎“Pada tahun 2026, untuk katagori laporan administrasi tertinggi mendominasi Kecamatan Prambon dan Kecamatan Sidoarjo laporan tertinggi dibandingkan kecamatan lainnya. Sedangkan di tahun 2025 laporan administrasi didominasi oleh Kecamatan Buduran, disusul Kecamatan Sidoarjo, Kecamatan Candi dan Kecamatan Tanggulangin,” Jelas Arief sesuai data persentase laporan aduan pada Call Center 112. 
‎
‎Tak hanya itu. Menurut Arief, masih banyak terdapat laporan pengaduan yang fiktif atau hoax. Jumlahnya hampir mencapai 60 hingga 80 persen setiap bulannya. Itu tentunya akan merugikan masyarakat itu sendiri dan sistem akan secara otomatis memblokir nomor yang sama jika terjadi laporan berulang.
‎
‎“hampir 80 persen dalam setiap harinya, laporan aduan yang bersifat fiktif atau hoax dari masyarakat masih ada, terutama pada saat momen libur sekolah. Hal tersebut akan terus kami lakukan monev yang setiap 3 bulan  dan akan kami teruskan informasinya kepada UPT terkait,“ Imbuh Arief.
‎
‎Dia berharap, masyarakat juga bisa memanfaatkan pelayanan call center 112 dengan baik dan benar  agar setiap laporan atau permasalahan yang disampaikan pada layanan ini bisa segera teratasi dengan baik dan cepat. Tentunya kolaborasi dengan berbagai pihak sangat mendukung langkah perbaikan Kabupaten Sidoarjo menuju smart city.
