JATIMTIMES - Bantuan iuran BPJS Kesehatan di Kota Batu akan lebih selektif. Pemkot Batu mulai menyosialisasikan Peraturan Wali Kota tentang Optimalisasi Kepesertaan JKN (Jaminan Kesehatan Nasional) sebagai dasar penataan ulang penerima bantuan agar warga mampu tidak lagi menikmati subsidi yang seharusnya diperuntukkan bagi masyarakat kurang mampu.
Selama Juli 2026, sosialisasi Peraturan Wali Kota (Perwali) tentang Optimalisasi Kepesertaan JKN digelar di seluruh 24 desa dan kelurahan dengan melibatkan perangkat desa, RT, dan RW. Seperti halnya yang berlangsung di Balai Desa Beji, Kecamatan Junrejo, Kota Batu, Kamis (9/7/2026).

Langkah ini dilakukan menyusul masih ditemukannya ketidaksesuaian data penerima bantuan iuran. Di satu sisi, masih ada warga miskin yang belum tercakup JKN. Namun di sisi lain, terdapat warga yang tergolong mampu justru masih menikmati bantuan iuran dari pemerintah.
Kepala Dinas Kesehatan Kota Batu, Aditya Prasaja, mengatakan penataan kepesertaan bukan bertujuan mengurangi akses masyarakat terhadap layanan kesehatan, melainkan memastikan bantuan sosial tepat sasaran.
“Yang kita lakukan sekarang adalah merapikan segmentasi kepesertaan yang ada di Kota Batu. Bantuan iuran ini sejatinya adalah bantuan sosial, sehingga harus diberikan kepada masyarakat yang memang memenuhi kriteria. Warga yang seharusnya mendapatkan bantuan tetapi belum masuk akan kita masukkan, sementara yang sudah mampu harus kita keluarkan dari segmen penerima bantuan,” katanya
Adit menambahkan, dasar penataan mengacu pada Data Tunggal Sosial Ekonomi Nasional (DTSEN). Dalam sistem tersebut terdapat pengelompokan kesejahteraan masyarakat berdasarkan desil 1 hingga 10. Pemerintah memprioritaskan bantuan iuran bagi masyarakat pada desil 1 sampai 5.
Menurutnya, jumlah warga Kota Batu yang masuk kategori tersebut mencapai sekitar 60 ribu jiwa. Seluruhnya ditargetkan memiliki kepesertaan JKN aktif, baik yang dibiayai pemerintah pusat maupun pemerintah daerah.
“Targetnya semua masyarakat desil 1 sampai 5 di Kota Batu harus memiliki JKN. Pemerintah daerah wajib hadir untuk memastikan kelompok masyarakat yang paling membutuhkan mendapatkan perlindungan kesehatan,” imbuhnya.
Selain memperbaiki data penerima bantuan, Pemkot Batu juga terus mengejar warga yang hingga kini belum memiliki JKN sama sekali. Pada akhir 2025 tercatat sekitar 9.000 warga belum terdaftar sebagai peserta JKN. Kini jumlah tersebut disebut telah berkurang hingga sekitar separuhnya setelah dilakukan pembaruan data dan pendampingan.
Aditya menegaskan, pemerintah daerah tetap membuka ruang perlindungan bagi warga di luar kategori desil 1-5 jika mengalami kondisi tertentu yang berdampak pada kemampuan ekonomi keluarga. Salah satunya adalah saat tulang punggung keluarga mengalami sakit berat sehingga tidak lagi mampu bekerja.
“Yang menjadi perhatian kami adalah ketika tulang punggung ekonomi keluarga sakit sehingga penghasilan keluarga terganggu. Kondisi seperti ini juga menjadi sasaran bantuan pemerintah,” jelasnya.

Kondisi lain yang menjadi prioritas, yakni pekerja yang kehilangan pekerjaan sehingga kepesertaan BPJS Kesehatan dari perusahaan otomatis berhenti.
“Saat seseorang terkena PHK, otomatis kepesertaan dari pemberi kerja akan hilang. Kalau kondisi itu berdampak pada ekonomi keluarga, pemerintah daerah juga akan memberikan bantuan,” ungkap Adit.
Kelompok lansia terlantar maupun warga yang secara faktual tidak mampu meski dalam data tercatat berada pada desil tinggi juga tetap dapat diusulkan memperoleh bantuan. Untuk memastikan hal itu, pemerintah melibatkan RT dan RW agar mengajukan warga yang dinilai layak menerima bantuan berdasarkan kondisi riil di lapangan.
“Kalau ada warga yang desilnya tinggi tetapi secara faktual membutuhkan bantuan, RT dan RW bisa mengusulkan. Nanti kami sandingkan dengan data sehingga tidak ada masyarakat yang tertinggal hanya karena persoalan administrasi,” katanya.
Di sisi lain, Pemkot Batu juga menyiapkan skema khusus bagi warga mampu yang belum menjadi peserta BPJS Kesehatan tetapi tiba-tiba membutuhkan layanan medis darurat. Dalam kondisi tersebut, pemerintah dapat mengaktifkan kepesertaan JKN selama tiga bulan agar warga tetap memperoleh pelayanan kesehatan.
“Masyarakat yang sebenarnya mampu tetapi belum memiliki BPJS tetap bisa dibantu ketika mengalami kondisi darurat. Kepesertaannya kami aktifkan selama tiga bulan, setelah itu yang bersangkutan wajib melanjutkan sebagai peserta mandiri. Fasilitas ini tidak bisa digunakan berulang kali,” tegas Adit.
Dengan adanya sosialisasi yang berlangsung di seluruh desa dan kelurahan selama Juli ini, Pemkot Batu berharap seluruh masyarakat memahami perubahan mekanisme kepesertaan JKN sekaligus mendorong penyaluran bantuan iuran menjadi lebih tepat sasaran tanpa mengurangi akses layanan kesehatan bagi warga yang benar-benar membutuhkan.
