JATIMTIMES - Sejumlah karyawan Rumah Sakit Islam Universitas Islam Malang (RSI Unisma ) melaporkan dugaan keterlambatan pembayaran gaji yang mereka alami dalam beberapa bulan terakhir. Persoalan tersebut bahkan disebut telah berujung pada pelaporan ke Dinas Tenaga Kerja (Disnaker) Kota Malang karena belum menemukan titik penyelesaian.
Informasi ini mencuat setelah sejumlah pegawai menyampaikan keluhan terkait kondisi yang mereka alami. Dilansir dari Hey Malang , salah seorang informan yang mengaku sebagai staf RSI Unisma dan meminta identitasnya dirahasiakan menyebut masalah bermula dari keterlambatan pembayaran gaji yang awalnya hanya berlangsung beberapa hari.

Namun seiring waktu, keterlambatan tersebut disebut terus berlanjut hingga hitungan minggu. Bahkan, menurut keterangan yang diterima, sebagian gaji pegawai belum dibayarkan secara penuh hingga mendekati tiga bulan.
Di tengah persoalan keterlambatan pembayaran gaji, para pegawai mengaku kembali dihadapkan pada kebijakan pemotongan pendapatan.
"Pada 29 Mei 2026, disebut terbit nota dinas yang mengatur pemotongan gaji pokok sebesar 35 persen disertai pengurangan sejumlah tunjangan," demikian keterangan yang dikutip akun TikTok @/heymalang.
Jika dihitung secara keseluruhan, kebijakan tersebut membuat pendapatan pegawai berkurang lebih dari 50 persen dibanding sebelumnya.
Sejumlah karyawan mempertanyakan penerapan nota dinas tersebut karena diterbitkan pada 29 Mei 2026, namun diberlakukan untuk perhitungan gaji periode April dan Mei 2026.
Mereka menilai kebijakan tersebut terkesan berlaku surut dan tidak sesuai dengan Surat Perjanjian Kerja (SPK) yang selama ini menjadi dasar hubungan kerja antara pegawai dan pihak rumah sakit.
Keluhan juga muncul karena sebelum adanya pemotongan tersebut, pendapatan sebagian pegawai disebut masih berada di bawah Upah Minimum Kota (UMK) Malang.
Sebagai upaya mencari jalan keluar, para pegawai mengaku telah melakukan komunikasi dengan manajemen RSI Unisma melalui audiensi yang digelar pada 5 Juni 2026. Pertemuan berlangsung di Aula Besar Lantai 9 RSI Unisma Malang dan dihadiri sejumlah pihak terkait.
Namun berdasarkan berita acara yang dilampirkan pegawai, audiensi tersebut belum menghasilkan kesepakatan maupun solusi atas persoalan keterlambatan pembayaran gaji dan hak-hak karyawan lainnya.
Kondisi itu membuat keresahan di kalangan pegawai semakin meningkat karena belum ada kepastian mengenai penyelesaian tunggakan yang mereka alami.

"Selain menuntut kejelasan soal gaji, para pegawai juga mempertanyakan pihak yang bertanggung jawab atas persoalan tersebut. Ketika meminta penjelasan, sebagian pegawai diarahkan untuk menyampaikan aspirasi kepada Yayasan Unisma," demikian isi pernyataan yang dikutip TikTok @/heymalang.
Namun setelah ditelusuri, pengelolaan RSI Unisma disebut telah diserahkan dari Yayasan Unisma kepada ARSINU yang kemudian menunjuk PT Cahaya Bulan Lillah (CBL) sebagai pengelola.
Situasi itu membuat pegawai mengaku bingung mengenai pihak yang harus dimintai kepastian terkait pembayaran gaji dan hak-hak ketenagakerjaan lainnya.
Karena belum menemukan titik temu, para karyawan akhirnya menempuh jalur formal dengan mengadukan persoalan tersebut ke Disnaker Kota Malang.
Pelaporan dan permohonan fasilitasi penyelesaian perselisihan hubungan industrial diajukan pada 12 Juni 2026.
Dalam laporan tersebut, para pegawai meminta sejumlah hal, mulai dari pembayaran gaji secara penuh, penyelesaian tunggakan gaji tahun 2025 hingga 2026, kejelasan iuran BPJS Ketenagakerjaan, hingga pengembalian kekurangan gaji yang dipotong berdasarkan nota dinas yang dipersoalkan.
Mereka berharap pemerintah melalui Disnaker dapat memfasilitasi penyelesaian sengketa agar hak-hak pekerja dapat dipenuhi sesuai ketentuan yang berlaku.
Hingga berita ini ditulis, belum terdapat keterangan resmi dari manajemen RSI Unisma maupun pihak pengelola terkait tudingan keterlambatan pembayaran gaji dan kebijakan pemotongan pendapatan yang dikeluhkan para pegawai.
