JATIMTIMES - Kepala Dinas Perhubungan (Dishub) Kota Malang, Widjaja Saleh Putra menegaskan tetap fokus menuntaskan sejumlah pekerjaan rumah sektor transportasi dan lalu lintas hingga masa purna tugasnya pada 1 Desember mendatang.

Salah satu yang menjadi perhatian utama ialah penyelesaian regulasi strategis, mulai Perda Penyelenggaraan Perparkiran hingga Raperda Lalu Lintas dan Angkutan Jalan (LLAJ).

Widjaja mengatakan, pelayanan publik di bidang perhubungan tidak pernah benar-benar selesai. Karena itu, meski masa pensiunnya semakin dekat, ia memastikan tetap menjalankan tanggung jawab hingga hari terakhir menjabat.

“Apapun, saya siap melaksanakan tugas. Sampai dengan 1 Desember saya masih berkewajiban melaksanakan tugas. Pelayanan kepada masyarakat itu tidak ada selesainya,” ujarnya.

Menurutnya, implementasi Perda Penyelenggaraan Perparkiran masih menjadi pekerjaan penting Dishub Kota Malang. Selain itu, pembahasan Perda LLAJ juga menjadi fokus karena menyangkut banyak sektor dan instansi.

Widjaja menjelaskan, Perda LLAJ bersifat menyeluruh karena mengatur berbagai aspek lalu lintas dan angkutan jalan yang melibatkan banyak stakeholder. Tidak hanya Dishub, tetapi juga Dinas PUPR, DLH, hingga pihak lain yang berkaitan dengan sarana prasarana jalan.

“Kalau lalu lintas itu semuanya saling terkait. Misalnya PUPR terkait sarana prasarana jalan dan kelengkapan jalan. Kemudian DLH terkait lampu penerangan dan lainnya,” jelasnya.

Ia menambahkan, regulasi tersebut juga memuat tanggung jawab pemerintah daerah terkait perlintasan sebidang kereta api yang sejak 2019 menjadi kewajiban pemerintah daerah.

Selain itu, perubahan sistem lalu lintas akibat hadirnya Exit Tol Madyopuro turut berdampak pada penetapan kelas jalan di Kota Malang. Salah satu ruas yang menjadi perhatian ialah jalur Ki Ageng Gribig hingga Mayjen Sungkono.

Menurut Widjaja, secara aturan ruas tersebut seharusnya masuk kategori jalan kelas II. Namun dalam praktiknya, kendaraan yang melintas sudah setara kelas I dengan beban lebih berat.

“Nah, itu yang menjadi tanggung jawab juga, bagaimana penetapan kelas jalan. Karena itu berpengaruh terhadap layanan jalan dan kemantapan jalan,” katanya.

Kondisi tersebut, lanjut dia, juga berdampak pada beban pemeliharaan infrastruktur yang ditangani Dinas PUPR Kota Malang.
