JATIMTIMES - Dinas Kepemudaan, Olahraga dan Pariwisata (Disporapar) Kota Malang menyebut tak dapat melakukan pemeliharaan terhadap velodrome secara asal-asalan. Hal tersebut mengingat bahwa saat ini, Pemerintah Kota (Pemkot) Malang masih terkendala status kepemilikan aset tersebut.

Kendati demikian, Pemkot Malang memastikan lahan Velodrome Kota Malang merupakan aset sah milik pemerintah daerah. Kepastian itu diperoleh setelah dilakukan penelusuran administrasi bersama Badan Keuangan dan Aset Daerah (BKAD) Kota Malang.

Kepala Disporapar Kota Malang, Baihaqi mengatakan, status tanah Velodrome telah tercatat dalam neraca aset Pemkot Malang. Karena itu, tidak ada persoalan terkait kepemilikan lahan yang di atasnya berdiri fasilitas olahraga tersebut. “Bisa dipastikan, aset tanah milik Pemkot Malang. Itu sudah tercatat di neraca aset Kota Malang. Kami juga sudah konfirmasi ke BKAD, memang sah milik Pemkot Malang,” ujar Baihaqi.

Namun ternyata untuk memastikan status aset tersebut secara utuh, pihaknya masih harus menelusuri status terkait pihak yang berwenang dalam pengelolaan Velodrome. Karena itulah, Disporapar masih belum dapat melakukan pemeliharaan secara menyeluruh.

"Jadi pemeliharaan yang dilakukan hanya bersifat ringan saja. Seperti pemangkasan rumput misalnya," imbuh Baihaqi.

Ia menjelaskan, Velodrome dibangun pada 1992 sebagai bagian dari persiapan Pekan Olahraga Nasional (PON), khususnya untuk venue balap sepeda. Pada proses pembangunannya, terdapat sejumlah lembaga dan instansi yang terlibat.

Beberapa pihak yang ikut terlibat saat itu di antaranya Ikatan Sport Sepeda Indonesia (ISSI), Kementerian Pendidikan dan Kebudayaan, serta KONI Jawa Timur. Total anggaran pembangunan Velodrome ketika itu mencapai sekitar Rp1,2 miliar. “Velodrome dibangun tahun 1992 dalam rangka persiapan PON sebagai venue balap sepeda,” jelasnya.

Baihaqi menambahkan, berdasarkan dokumen yang dimiliki Disporapar, terdapat bukti penyerahan pengelolaan Velodrome dari KONI Jawa Timur kepada KONI Kota Malang pada masa pemerintahan Wali Kota Malang periode 1998-2003.

Selanjutnya, pengelolaan Velodrome diserahkan KONI Kota Malang kepada Pemkot Malang. Namun, pencatatan administrasi aset pada masa itu dinilai belum setertib saat ini.

"Namun, dokumen tersebut masih berbentuk foto copy an, jadi masih harus ditelusuri lagi untuk memastikan, dan tidak menimbulkan masalah di kemudian hari," tuturnya.

Akibatnya, hingga sekarang bangunan Velodrome masih belum tercatat sebagai aset resmi milik Pemkot Malang, meskipun tanahnya telah sah masuk dalam neraca aset daerah.

“Karena administrasi dan pencatatan aset saat itu belum setertib sekarang, sampai hari ini bangunan Velodrome memang masih belum tercatat sebagai aset Kota Malang,” pungkas Baihaqi.
