JATIMTIMES – Dinas Perindustrian dan Perdagangan (Disperindag) Kabupaten Magetan resmi melakukan standardisasi payung hukum pengelolaan Pasar Hewan Buluharjo, Kecamatan Plaosan. Langkah ini diambil melalui skema Nota Kesepahaman (MoU) dengan Pemerintah Desa Buluharjo guna mengakhiri ketidakjelasan status administratif lahan yang selama ini menghambat renovasi infrastruktur.

Kepala Disperindag Magetan, Sucipto, menegaskan bahwa kesepakatan ini merupakan legalisasi atas pengelolaan aset yang selama ini dinilai tumpang tindih. Meski secara historis dikelola Pemkab, sertifikat lahan pasar tersebut tercatat sebagai milik desa.

"Statusnya bukan pengambilalihan sepihak, melainkan penataan administrasi. Karena sertifikat atas nama Desa Buluharjo, maka operasional pasar wajib memiliki dasar hukum berupa MoU antara Pemdes dan Pemkab. Disperindag bertindak sebagai pengelola teknis," tegas Sucipto, Rabu (13/5).

Selain legalitas, Pemkab Magetan merencanakan perluasan area pasar ke sisi selatan. Langkah strategis ini diambil menyusul adanya proyek Koperasi Desa Kelurahan Merah Putih (KDKMP) yang memangkas sebagian lahan pasar yang ada saat ini.

Sucipto menyebut, volume ternak di Pasar Buluharjo sangat tinggi, mencapai lebih dari 500 ekor setiap hari pasaran. Penataan ulang mendesak dilakukan agar kapasitas pasar mampu menampung dinamika perdagangan yang terus meningkat.

"Lahan akan kita perluas ke selatan untuk mencukupi kebutuhan tempat ternak. Ini mendesak karena volume hewan sangat besar, meskipun jumlah pedagangnya fluktuatif," imbuhnya.

Rencana revitalisasi ini mendapat desakan kuat dari pelaku usaha di area pasar. Selama ini, buruknya sistem sanitasi dan infrastruktur jalan menjadi hambatan utama bagi perputaran ekonomi warga lokal, khususnya sektor kuliner.

"Kondisinya memprihatinkan, terutama saat hujan. Kotoran hewan yang bercampur air menciptakan bau menyengat dan lingkungan becek. Konsumen enggan mampir, dan ini memukul omzet kami," ungkap Ratmi, salah satu pemilik warung di lokasi pasar.

Senada dengan Pemkab, Kepala Desa Buluharjo, Thohary, menyatakan dukungannya terhadap langkah revitalisasi tersebut. Pihak desa sepakat bahwa penyerahan pengelolaan teknis kepada Disperindag adalah solusi terbaik untuk menghindari konflik kepentingan lahan sekaligus menjamin kenyamanan pengunjung.

Saat ini, draf MoU tengah dalam tahap finalisasi administrasi. Proyek ini diproyeksikan menjadikan Pasar Buluharjo sebagai sentra ekonomi ternak utama di wilayah Plaosan yang memiliki standar sanitasi dan tata kelola profesional.
