JATIMTIMES – Pemerintah Kota (Pemkot) Batu menyiapkan reformasi terhadap tata kelola retribusi parkir tepi jalan umum (TJU) guna menutup celah kebocoran pendapatan asli daerah (PAD). Dinas Perhubungan (Dishub) berencana melakukan skema kontrak per titik secara resmi untuk bagi hasil parkir.
Ke depan, pelaksanaannya bakal diatur SK wali kota tahun 2026. Aturan terbaru ini mewajibkan seluruh jukir menandatangani kontrak kerja resmi sebelum bertugas di lapangan. Utamanya terkait kesepakatan dari kajian potensi pendapatan yang diperoleh, serta mengunci identitas, hak, hingga kewajiban jukir secara detail dan presisi.

Kepala Dishub Kota Batu Susetya Herawan menyampaikan, kebijakan ini merupakan langkah legalistik yang berpijak pada Perda Nomor 4 Tahun 2023 dan Perwali Nomor 50 Tahun 2025.
Dirinya menegaskan bahwa perjanjian hitam di atas putih ini sangat penting demi menciptakan kepastian hukum dan perlindungan bagi para jukir. Sekaligus bertujuan memaksimalkan potensi retribusi parkir di setiap titiknya.
"Melalui kontrak, semua aspek menjadi jelas. Mulai dari jangka waktu kerja hingga tata cara alur berkontrak yang sah," terang Herawan usai memberikan arahan kepada para jukir, belum lama ini.
Transformasi ini juga menyentuh skema pembagian hasil yang lebih transparan. Aturan anyar tetap mematok sistem bagi hasil sebesar 40 persen untuk pemkot dan 60 persen untuk imbal jasa jukir. Skema ini sudah disosialisasikan bertahap di kepada kelompok-kelompok jukir masing-masing wilayah.
Sistem penyetoran pun dirombak total untuk memangkas jalur birokrasi yang rawan pungli. Nantinya, setoran wajib masuk secara neto langsung ke rekening kas umum daerah (RKUD) melalui Bank Jatim.

Untuk mencegah adanya manipulasi target setoran, Dishub akan memberlakukan asesmen lapangan yang sangat ketat di setiap titik satuan ruang parkir (SRP). "Tapi tidak keputusan sepihak, namun dari kajian potensi. Jukir juga mengajukan seberapa potensi perolehan secara rinci dengan berbagai kondisi," terang Herawan.
Mantan staf ahli wali kota bidang pembangunan, ekonomi dan keuangan itu menambahkan, tim teknis akan terjun langsung untuk menghitung potensi perputaran uang bruto di tiap lokasi secara akurat sebelum kontrak disepakati.
"Langkah ini diharapkan mampu menciptakan keseimbangan ekonomi yang adil, baik bagi pemerintah daerah maupun bagi para jukir yang bertugas di garda terdepan," jelasnya.
