JATIMTIMES - Kepala Dinas Kesehatan Kabupaten Malang drg. Wiyanto Wijoyo menjelaskan perihal kondisi peralatan dan sarana prasarana yang tidak lengkap di Rumah Sakit Umum Daerah (RSUD) Ngantang sehingga membuat pelayanan kesehatan kepada masyarakat terhambat. 

Wiyanto menyampaikan, pada awal pendirian RSUD Ngantang memang dalam kondisi kosong dan tidak terdapat peralatan maupun sarana prasarana kesehatan. Kemudian perlahan dipenuhi, tetapi hingga saat ini masih belum bisa mencukupi untuk memberikan pelayanan kesehatan yang maksimal.

"Memang banyak kendala itu karena pertama itu terkait aturan ketenagaan (kepegawaian) tidak boleh mengangkat honorer, itu yang menjadi masalah. Tapi nanti kita siasati dengan BLUD (Badan Layanan Umum Daerah), makanya BLUD itu kita garap dulu," ungkap Wiyanto. 

Kemudian, berkaitan dengan peralatan dan sarana prasarana kesehatan yang tidak lengkap, hal itu memang dampak dari keterbatasan anggaran ditambah lagi adanya kebijakan efisiensi anggaran di tingkat pemerintah pusat, provinsi dan kabupaten/kota. 

"Untuk sarana prasarana itu memang bukannya kita tidak mau mengisi, karena memang keterbatasan anggaran. Setiap tahun ya minimal Rp 3 milliar ke atas (dialokasikan ke RSUD Ngantang), yang lalu malah lebih banyak, ini karena efisiensi," ujar Wiyanto. 

Ia menyebut, pada APBD Kabupaten Malang Tahun Anggaran 2026 ini juga telah dialokasikan sekitar Rp 2 milliar untuk peningkatan kapasitas RSUD Ngantang melalui penambahan gedung layanan untuk poli. 

"Di RSUD Ngantang nantinya akan dibangun gedung untuk tambahan poli. Sehingga bangunan yang di samping rumah sakit itu akan diganti dengan bangunan baru," kata Wiyanto. 

Pihaknya mengatakan, dikarenakan adanya efisiensi anggaran yang sangat berdampak terhadap pelayanan publik membuat Dinas Kesehatan Kabupaten Malang selektif dalam penggunaan anggaran. 

"Karena efisiensi anggaran ini memang sangat membuat kita ini selektif untuk membeli sesuatu, memang pelan-pelan. Yang penting pemenuhan peralatan-peralatan dengan menerapkan skala prioritas kita adakan dulu," kata Wiyanto.

Lebih lanjut, ia juga berpesan kepada Pelaksana Tugas (Plt) Direktur RSUD Ngantang dr. Henri Sulistyanto agar dapat melakukan penyegaran-penyegaran dalam memimpin RSUD Ngantang. Selain itu, ia juga meminta agar temaga dokter spesialis harus dirangkul untuk memberikan pelayanan di RSUD Ngantang. 

"Tujuannya yang pertama adalah kredensialing atau kerja sama dengan BPJS dalam waktu dekat. Kalau kerja sama dengan BPJS ini bisa kita laksanakan, nanti memang draf untuk peralatan-peralatan yang kurang itu nanti mohon disertakan, kemudian rencana kebutuhan tenaga berapa," ujar Wiyanto. 

Ia menambahkan, untuk kredensialing atau kerja sama antara RSUD Ngantang dengan BPJS Kesehatan ditargetkan dapat berjalan secepat mungkin. Jika kerja sama dengan BPJS Kesehatan berjalan, maka dimungkinkan di tahun 2027 mendatang RSUD Ngantang bisa membuka pendaftaran pegawai melalui BLUD. 

"Rencananya nanti kalau BPJS ini di kredensialing mungkin tahun depan kita akan melakukan rekrutmen karyawan bisa dengan BLUD. Nanti mungkin anggarannya dari Dinas Kesehatan dulu, dari situ mungkin bisa, kita lihat aturannya dulu," pungkas Wiyanto.
