JATIMTIMES - Pemerintah Kabupaten (Pemkab) Gresik memperketat pengawasan dan verifikasi hibah daerah hingga level desa guna menutup celah penyimpangan serta memastikan bantuan benar-benar tepat sasaran.

Pengetatan ini menjadi bagian dari pembenahan tata kelola anggaran di tengah tuntutan transparansi dan efektivitas belanja daerah.

Komitmen tersebut ditegaskan Wakil Bupati Gresik Asluchul Alif saat membuka Sosialisasi Kebijakan Hibah Daerah Tahun Anggaran 2026 di Kantor Bupati Gresik, Selasa 14 April 2026.

Menurut Alif, pola lama penganggaran hibah yang hanya bersifat administratif harus ditinggalkan. Ke depan, setiap bantuan wajib berbasis kebutuhan riil masyarakat dan memiliki manfaat yang terukur.

"Hibah harus menjawab kebutuhan riil masyarakat. Tidak boleh ada kesalahan, karena kalau sudah salah, tidak bisa diperbaiki di tengah jalan," tegasnya.

Ia menuturkan, pengetatan dimulai sejak tahap awal perencanaan. Setiap usulan hibah kini wajib melewati tahapan berjenjang, mulai Musrenbang desa dan kecamatan, forum perangkat daerah, hingga penginputan dalam Sistem Informasi Pemerintahan Daerah (SIPD).

Mekanisme tersebut dirancang untuk menutup ruang perubahan usulan di luar prosedur resmi, sekaligus menindaklanjuti hasil evaluasi Komisi Pemberantasan Korupsi (KPK) pada akhir 2025 terkait tata kelola hibah daerah.

Tak berhenti pada aspek administratif, seluruh usulan juga harus selaras dengan arah pembangunan daerah melalui Nawakarsa serta visi-misi kepala daerah 2025–2030.

Di tengah ruang fiskal yang terbatas, Pemkab Gresik juga mulai menerapkan penyaringan ketat terhadap usulan prioritas pembangunan. Program yang dinilai kurang mendesak atau tidak memberi dampak langsung kepada masyarakat akan dieliminasi.

"Kita harus berani memilih. Dengan anggaran yang terbatas, kita fokus pada yang paling mendesak dan berdampak langsung bagi masyarakat," ujarnya.

Penajaman prioritas itu salah satunya diterapkan pada sektor jalan lingkungan. Pemkab mulai mengesampingkan pekerjaan dengan tingkat kerusakan ringan maupun proyek yang tidak memiliki urgensi langsung bagi aktivitas warga.

Meski demikian, komitmen pembangunan infrastruktur tetap dijaga melalui target penyelesaian bertahap jalan poros desa dan jalan lingkungan lewat program betonisasi.

"Kami ingin ke depan akses jalan di Kabupaten Gresik semakin baik dan merata. Ini target bertahap yang terus kami kejar," imbuhnya. 

Sementara itu, Asisten I Sekretariat Daerah Kabupaten Gresik Suprapto menyebut sosialisasi ini menjadi langkah strategis untuk menyamakan persepsi teknis pelaksanaan hibah hingga level terbawah pemerintahan.

Sebanyak 16 Kasi Kesra kecamatan dan 330 Kasi Kesra desa dilibatkan dalam kegiatan tersebut sebagai ujung tombak verifikasi lapangan dan pengawalan pengelolaan hibah.
