DPUBM Kabupaten Malang Tingkatkan Kualitas Pegawai: 9 Orang PPK Berlisensi Tipe B

JATIMTIMES - Dinas Pekerjaan Umum Bina Marga (DPUBM) Kabupaten Malang terus berupaya meningkatkan kualitas para pegawai, utamanya para Pejabat Pembuat Komitmen (PPK) untuk dapat bersedia dan bersungguh-sungguh mengikuti kegiatan sertifikasi berbasis kompetensi untuk lisensi PPK. 

Kepala DPUBM Kabupaten Malang Khairul Isnaidi Kusuma menyampaikan, peningkatan kualitas tersebut merupakan respons terhadap Peraturan Presiden RI Nomor 46 Tahun 2025 tentang Perubahan Kedua atas Peraturan Presiden RI Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah serta Surat Edaran Kepala Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) Nomor 1 Tahun 2024.

Pria yang akrab disapa Oong itu menyebut, bahwa di dalam regulasi-regulasi yang ada, setiap Aparatur Sipil Negara (ASN), TNI maupun Polri yang diangkat sebagai PPK wajib memiliki sertifikat kompetensi yang dibuktikan melalui penilaian kompetensi. Di mana nantinya untuk PPK terbagi ke dalam tiga tipe, yakni tipe A, tipe B dan tipe C. 

"Ada regulasi baru dari LKPP terkait dengan pengadaan dan segala macam, termasuk PPK harus punya sertifikasi tipe B. Makanya sudah kita sekolahkan. Alhamdulillaah kemarin kita yang terbanyak PPK nya ada sembilan orang. Rata-rata semua sudah punya lisensi atau sertifikasi tipe B," ungkap Oong kepada JatimTIMES.com. 

Pihaknya menyebut, jumlah sembilan orang pegawai DPUBM Kabupaten Malang yang diangkat sebagai PPK dan memiliki sertifikasi lisensi B merupakan salah satu pencapaian yang menggembirakan. 

"Itu rekor, makanya saya kasih penghargaan kepada teman-teman. Mereka sangat bersemangat. Banyak daerah lain yang (PPK) belum punya sertifikasi tipe B. Penghargaannya berupa piagam saja tidak boleh berupa uang," tutur Oong. 

Menurutnya, dengan kepemilikan sertifikasi lisensi tipe B tersebut, para PPK DPUBM Kabupaten Malang akan semakin kompeten dalam hal pengadaan barang/jasa, serta berbagai hal administratif maupun tata laksana untuk teknis pekerjaan.

"Karena yang namanya ASN itu kan nggak satu tempat bekerjanya. Kalau seandainya ada PPK yang dipindah, artinya ada regenerasi lagi, makanya terus saya dorong untuk sekolah lagi. Itu pun kadang-kadang kami dengan biaya sendiri untuk menyekolahkan sertifikasi itu," ujar Oong. 

Oong menuturkan, para PPK DPUBM Kabupaten Malang mengikuti program sertifikasi berbasis kompetensi terkait lisensi PPK ini melalui program kegiatan di Ikatan Ahli Pengadaan Indonesia (IAPI). Pasalnya, jika diikutkan melalui program kegiatan di LKPP sangat terbatas dikarenakan menangani seluruh Indonesia. 

Lebih lanjut, ia terus mendorong kepada para PPK DPUBM Kabupaten Malang agar terus meningkatkan kompetensinya di berbagai program sertifikasi. Hal itu nantinya akan memberikan manfaat untuk kebelangsungan roda pemerintahan di lingkungan Pemerintah Kabupaten (Pemkab) Malang.
