JATIMTIMES - Kota Surabaya, Provinsi Jawa Timur, terus menunjukkan komitmennya dalam peningkatan pelayanan kesehatan kepada masyarakat. Yang terbaru, Pemerintah Kota (Pemkot) Surabaya meluncurkan program integrasi layanan primer (ILP) kesehatan melalui inovasi 1 RW 1 tenaga kesehatan (R1N1).
Program R1N1 dirancang untuk menyediakan layanan kesehatan di 1.177 Balai RW dengan menempatkan satu tenaga kesehatan (nakes) di setiap Balai RW. Layanan kesehatan R1N1 bertujuan untuk mempermudah akses masyarakat terhadap pelayanan medis.

Wali Kota Eri Cahyadi mengatakan bahwa program ini diharapkan mampu mengurangi antrean di Puskesmas dengan memberikan pemeriksaan rutin di Balai RW.
"Kalau warga merasa kurang sehat, bisa segera periksa ke nakes di Balai RW. Sehingga bisa segera ditangani dan mendapatkan obat yang dikirim ke Balai RW,” kata Wali Kota Eri saat meresmikan layanan R1N1 di Kelurahan Menur Pumpungan, Kecamatan Sukolilo, Rabu (17/7/2024).
Program R1N1 ini juga menjadi langkah pencegahan dini terhadap penyakit ringan maupun berisiko tinggi. Dengan pemeriksaan rutin dan akses yang mudah, warga yang merasakan gejala ringan bisa segera mendapatkan penanganan tanpa harus antre di Puskesmas.
"Jika itu tertangani cepat, maka angka harapan hidup dan kesehatan warga Surabaya menjadi semakin baik," imbuhnya.
Dalam penyediaan layanan R1NI, Pemkot Surabaya tidak bekerja sendiri. Tetapi juga menggandeng Ikatan Bidan Indonesia (IBI) Kota Surabaya dan Persatuan Perawat Nasional Indonesia (PPNI) Kota Surabaya.
“Kerja sama ini penting untuk memastikan program berjalan dengan baik,” ungkap Wali Kota Eri.
Selain itu, layanan R1N1 juga dilengkapi dengan peralatan medis ringan seperti alat pemeriksaan gula darah dan kolesterol. Dinas Kesehatan (Dinkes) Surabaya bahkan berencana menambahkan dokter penanggung jawab di setiap layanan primer pada tahun 2025.
"Maka nanti di 2025 ada dokter penanggung jawabnya, dengan begitu penanganan kesehatannya akan lebih cepat," ujar Wali Kota Eri yang sekaligus Ketua Asosiasi Pemerintah Kota Seluruh Indonesia (APEKSI) ini.
Tidak hanya menggandeng nakes, Pemkot Surabaya juga merangkul perguruan tinggi dalam mendukung program R1N1. Wali Kota Eri berharap, mahasiswa kedokteran bisa melakukan praktik di layanan R1N1, serupa dengan program Sinau Bareng yang melibatkan perguruan tinggi.
"Nantinya bisa dijadikan praktik untuk mahasiswa kedokteran. Kita bergeraknya seperti sekarang yang kita lakukan Sinau Bareng di Balai RW juga dari perguruan tinggi," jelasnya.
Wali Kota Eri menyampaikan terima kasih kepada seluruh stakeholder yang terlibat dalam program R1N1. Ia berharap program ini dapat meningkatkan penerapan ILP di Kota Surabaya.

“Setiap kelurahan nanti akan memiliki satu layanan primer yang terkoneksi dengan dokter, sehingga penanganan kesehatan bisa lebih cepat,” harapnya.
Di kesempatan yang sama, Kepala Dinkes Kota Surabaya, Nanik Sukristina menambahkan, bahwa pemerintah kota menyediakan berbagai layanan pemeriksaan kesehatan dasar di program R1N1. Seperti di antaranya konsultasi kesehatan, skrining kesehatan dan pengobatan dasar.
“Jadwalnya nanti menyesuaikan masing-masing Balai RW. Kami agendakan Senin sampai Jumat. Nah ini kami adakan di 1.177 Balai RW se-Surabaya,” ujar Nanik.
Selain R1N1, Pemkot Surabaya juga meluncurkan layanan 1 kelurahan 1 ambulans. Layanan ini diluncurkan Wali Kota Eri Cahyadi pada 22 Juli 2024. Program ini bertujuan untuk mempercepat dan mempermudah akses masyarakat ke rumah sakit atau fasilitas pelayanan kesehatan (fasyankes).
Peningkatkan layanan kesehatan melalui program 1 ambulans 1 kelurahan juga didasari akan tingginya permintaan masyarakat. Misalnya, pada bulan Juni 2024, ambulans Dinas Sosial telah melayani sebanyak 142 kali antar jemput jenazah dan 1.065 kali antar jemput pasien. Pelayanan pasien kontrol dan terapi ke rumah sakit ini dilakukan dalam dua shift, dengan rata-rata 3 hingga 4 kali dalam sebulan.
Kepala Dinas Sosial (Dinsos) Kota Surabaya, Anna Fajrihatin menjelaskan bahwa layanan 1 kelurahan 1 ambulans merupakan hasil kolaborasi antara pemerintah dan masyarakat. Ambulans yang dikelola pemkot dan swadaya milik masyarakat, akan diintegrasikan dengan layanan Command Center (CC) 112.
"Saat ini 153 kelurahan se Surabaya sudah terpenuhi ambulans-nya. Artinya, 1 kelurahan sudah punya 1 ambulans, tinggal sistemnya yang akan terintegrasi," kata Anna.
Dengan integrasi pelayanan tersebut, maka pembagian tugas ambulans menjadi lebih efisien. Lebih dari itu, Anna berharap dengan adanya layanan 1 kelurahan 1 ambulans, antar-jemput pasien menjadi lebih efisien dan tepat waktu. “Program ini penting agar tidak ada warga yang menunggu terlalu lama untuk mendapatkan pelayanan kesehatan,” ujar Anna.
Dengan semangat gotong royong, Pemkot Surabaya berharap program ini dapat mempercepat dan mempermudah masyarakat dalam mendapatkan layanan kesehatan. “Ini adalah hasil gotong royong masyarakat dan pemerintah kota,” tutup Anna. (ADV)
