JATIMTIMES - Pendaftaran peserta didik secara luring masih menjadi pintu terakhir bagi sejumlah sekolah dasar negeri di Kota Malang yang belum memenuhi kuota siswa baru. Namun, di balik kebijakan tersebut, Dinas Pendidikan dan Kebudayaan (Disdikbud) Kota Malang justru menyoroti persoalan yang lebih mendasar, yakni menurunnya jumlah anak usia sekolah dasar akibat perubahan demografi.
Kepala Disdikbud Kota Malang, Suwarjana, menegaskan bahwa mekanisme pendaftaran offline dibuka untuk mengisi kekurangan daya tampung, termasuk memberi kesempatan bagi calon peserta didik dari luar Kota Malang yang sebelumnya tidak dapat mengikuti proses seleksi secara daring.

"Yang jelas, untuk pemenuhan siswa yang masih belum terpenuhi bisa dilakukan lewat offline. Contoh kayak SD kemarin, kalau yang luar kota pasti tidak bisa. Untuk yang offline ini, yang luar Kota Malang bisa mereka masuk untuk memenuhi," ujarnya, Senin, (13/7/2026).
Suwarjana membantah anggapan bahwa sekitar 30 persen SD negeri di Kota Malang mengalami kekurangan siswa. Menurutnya, jumlah sekolah yang belum memenuhi kuota jauh lebih kecil.
"Enggak ada sampai 30 persen. Paling sekitar 15 persen maksimal. Tapi untuk data lengkap saya nggak hafal di kantor," katanya.
Dari total 195 SD negeri di Kota Malang, sekolah yang belum memenuhi kuota tersebut umumnya berada di kawasan pinggiran yang berbatasan langsung dengan wilayah Kabupaten Malang. Beberapa di antaranya berada di kawasan Jatimulyo, Tasikmadu, Bandulan, dan Mulyorejo.
Fenomena tersebut, menurut Suwarjana, bukan semata dipicu persaingan dengan sekolah swasta, melainkan karena jumlah anak usia sekolah dasar yang memang terus menurun.
"Keberhasilan KB, satu. Karena sekarang usia anak SD juga sudah berkurang. Kalau hanya karena di swasta, enggak begitu. Favorit swasta itu paling sekitar seribuan siswa. Sisanya masih negeri minded," jelasnya.
Pernyataan itu menunjukkan bahwa tantangan dunia pendidikan tidak lagi sekadar soal distribusi peserta didik, tetapi mulai bergeser pada dampak perubahan struktur penduduk. Penurunan angka kelahiran mulai memengaruhi kebutuhan layanan pendidikan dasar, terutama di wilayah perbatasan yang jumlah calon siswanya semakin terbatas.
Meski demikian, kondisi tersebut tidak terjadi pada jenjang sekolah menengah pertama. Suwarjana memastikan seluruh SMP negeri di Kota Malang telah berhasil memenuhi kuota penerimaan peserta didik baru.
"Kalau SMP insyaallah per hari ini sudah terpenuhi semua. Kemarin memang ada beberapa yang kurang, tapi hari ini sudah terpenuhi," ungkapnya.

Di tingkat SD, sekolah dengan jumlah pendaftar paling sedikit masih memperoleh sekitar enam siswa. Menurut Suwarjana, tidak ada sekolah yang hanya menerima satu atau dua peserta didik seperti isu yang sempat berkembang.
"Yang di SD ada yang enam kalau tidak salah. Di Jatimulyo sama Tasikmadu. Tapi kalau satu atau dua siswa, enggak ada," tegasnya.
Ia juga menilai kondisi kekurangan siswa tidak selalu terjadi pada sekolah yang sama setiap tahun. Dinamika jumlah pendaftar dipengaruhi banyak faktor sehingga sulit diprediksi secara tetap.
Selain memastikan proses penerimaan peserta didik tetap berjalan hingga kuota terpenuhi, Disdikbud Kota Malang juga mengimbau masyarakat agar tidak terburu-buru membeli seragam sekolah. Menurut Suwarjana, sekolah tidak pernah mewajibkan siswa baru mengenakan seragam resmi sejak hari pertama masuk.
"Tolong sampaikan ke masyarakat, masyarakat enggak usah panik kaitannya dengan seragam. Sampai kapan anak itu memakai seragam lamanya, tidak masalah sampai mereka punya. Sekolah tidak ada yang menyaratkan itu," pungkasnya.
