Bukan Sekadar Kesadaran Warga, DPRD Soroti Keseriusan Pemkot Malang Soal Pengelolaan Sampah

JATIMTIMES - Persoalan sampah di Kota Malang tak kunjung menemukan titik penyelesaian. Mulai dari sampah yang tak terangkut, keterbatasan armada pengangkut, hingga persoalan sampah yang kerap dituding menjadi penyebab banjir, masih terus menjadi pekerjaan rumah yang belum terselesaikan.

Wakil Ketua Komisi C DPRD Kota Malang, Dito Arief Nurakhmadi, menilai berbagai persoalan tersebut saling berkaitan. Menurutnya, kondisi itu tak lepas dari minimnya keseriusan Pemerintah Kota (Pemkot) Malang dalam menjadikan persoalan persampahan sebagai prioritas.

Salah satu indikatornya, kata Dito, terlihat dari keberpihakan anggaran untuk mendukung penanganan sampah yang dinilai masih sangat minim. Bahkan, dalam APBD Kota Malang Tahun 2026, alokasi anggaran untuk sektor tersebut justru mengalami penurunan yang cukup signifikan.

"Setidaknya harus ada alokasi anggaran yang sesuai. Kalau alokasi anggarannya memadai, kebutuhan pengangkutan sampah dari TPS hingga pengolahan di TPA setidaknya bisa lebih optimal. Sedangkan tahun ini anggarannya justru banyak turun. Ini yang kami sebut tidak ada keberpihakan anggaran," kata Dito, Kamis (2/7/2026).

Catatan JatimTIMES, tahun 2026 ini Pemkot Malang hanya mengalokasikan anggaran sebesar Rp 872.738.000 untuk operasional persampahan dan limbah B3. Sedangkan tahun lalu anggarannya lebih dari Rp 13 Miliar dengan serapan mencapao lebih dari Rp 9 Miliar. 

Selain itu untuk UPT Pengelolaan Persampahan, anggaran yang dialokasikan pada tahun 2026 ini hanya sebesar Rp 650 juta. Angka tersebut turun drastis jika dibandingkan dengan alokasi pada tahun 2025 sebesar Rp 7,7 Miliar dengan serapan yang hanya mencapai Rp 2,8 Miliar. 

Namun sepertinya, besar atau kecil anggaran yang dialokasikan tak cukup berdampak. Hal tersebut ditunjukkan dengan persoalan klasik soal persampahan dan limbah yang masih sering muncul. Baik limbah rumah tangga maupun persoalan tata kelola limbah B3. 

Dito menegaskan, keberpihakan anggaran yang dimaksud bukan semata-mata bergantung pada APBD. Menurutnya, Pemkot Malang memiliki berbagai skema lain yang dapat dimanfaatkan dengan melibatkan banyak pihak dalam pengelolaan sampah.

"Seharusnya pemerintah juga bisa menggandeng banyak pihak, misalnya memanfaatkan skema CSR (Corporate Social Responsibility), untuk membangun dan merumuskan TPS yang lebih representatif. Tujuannya agar arus lalu lintas persampahan lebih efektif dan tidak mengganggu kepentingan publik lainnya," jelas Dito.

Ia mencontohkan kondisi di Jalan Muharto yang hingga kini masih menjadi titik pembuangan sampah liar. Menurutnya, pemerintah memiliki kewenangan yang lebih besar daripada sekadar memasang papan larangan membuang sampah atau menyalahkan rendahnya kesadaran masyarakat.

Padatnya aktivitas masyarakat di kawasan tersebut, lanjut Dito, tentu telah lama termonitor oleh Pemkot Malang beserta seluruh perangkat di tingkat wilayah. Karena itu, persoalan yang berlangsung bertahun-tahun semestinya sudah menjadi dasar yang cukup bagi pemerintah untuk merumuskan kebijakan yang lebih efektif dan berkelanjutan.

"Kalau soal kajian, Kota Malang memiliki banyak perguruan tinggi dengan program studi yang berkaitan dengan ilmu lingkungan. Silakan digandeng untuk membuat kajian yang serius dan didukung penuh dengan keberpihakan anggaran. Sebab, kalau kajiannya sudah bagus tetapi anggarannya tidak berpihak, hasilnya juga akan percuma," tutur Dito.

Ia juga tidak berharap kebijakan efisiensi terus dijadikan alasan atas berbagai persoalan yang terjadi di Kota Malang, termasuk dalam pengelolaan sampah. Menurutnya, bahkan sebelum kebijakan efisiensi diberlakukan, persoalan sampah tetap terjadi meski alokasi anggarannya lebih besar.

"Sampai kapan harus beralasan efisiensi? Tahun lalu anggarannya lebih besar, tetapi tetap tidak ada kebijakan yang benar-benar konkret sebagai bentuk keberpihakan pemerintah terhadap lingkungan. Jadi ketika anggaran sudah tersedia, pemerintah juga jangan bekerja asal-asalan," pungkas Dito.
