JATIMTIMES - Pemerintah Kabupaten Jember melalui Dinas Kependudukan dan Pencatatan Sipil (Dispendukcapil) terus memperkuat komitmennya dalam menghadirkan pelayanan publik yang mudah, cepat, dan memberikan kepastian hukum bagi masyarakat. Komitmen tersebut diwujudkan melalui pelaksanaan perdana inovasi PASTI MAPAN (Pelayanan Tuntas Administrasi Kependudukan Bersama Pengadilan Negeri) yang digelar pada Jumat (26/6/2026) di Kantor Dispendukcapil Kabupaten Jember.
Pelaksanaan sidang pertama ini menjadi langkah nyata dalam mendekatkan pelayanan administrasi kependudukan kepada masyarakat sekaligus memberikan kemudahan bagi warga yang memerlukan penetapan pengadilan dalam perubahan dokumen kependudukan.

Pelaksanaan sidang perdana PASTI MAPAN merupakan tindak lanjut atas nota kesepahaman yang telah ditandatangani oleh Bupati Jember bersama Ketua Pengadilan Negeri Jember beberapa waktu lalu pada saat peluncuran MPP Mini di Kecamatan Tanggul.
Kesepakatan tersebut menjadi landasan sinergi antara Pemerintah Kabupaten Jember dan Pengadilan Negeri Jember untuk menghadirkan pelayanan yang lebih terintegrasi, efektif, dan efisien bagi masyarakat.
Pada pelaksanaan perdana ini, sebanyak dua orang pemohon mengikuti proses persidangan penetapan pengadilan yang berlangsung di Kantor Dispendukcapil Kabupaten Jember.
Kehadiran layanan ini menjadi awal dari penyelenggaraan sidang penetapan pengadilan di luar gedung pengadilan, sehingga masyarakat tidak lagi harus mendatangi beberapa instansi secara terpisah untuk menyelesaikan proses administrasi kependudukan yang membutuhkan penetapan hakim.
Kepala Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember , Bambang Saputro, S.H., M.Si, mengatakan bahwa pelaksanaan sidang pertama tersebut merupakan implementasi nyata dari komitmen bersama dalam meningkatkan kualitas pelayanan publik. Menurutnya, inovasi PASTI MAPAN dihadirkan untuk memangkas rantai birokrasi sekaligus memberikan kepastian pelayanan kepada masyarakat.
"Hari ini telah dilaksanakan sidang pertama sebagai tindak lanjut nota kesepahaman yang telah dilakukan antara Bupati Jember bersama Ketua Pengadilan Negeri Jember. Sesuai kesepakatan, persidangan penetapan pengadilan terkait perubahan dokumen kependudukan akan dilaksanakan setiap dua minggu sekali, setiap hari Jumat, bertempat di Kantor Dispendukcapil Kabupaten Jember," ujar Bambang.
Ia menjelaskan, masyarakat yang selama ini harus mengurus perubahan dokumen kependudukan melalui penetapan Pengadilan Negeri kini cukup mengajukan permohonan melalui Kantor Dispendukcapil maupun kantor kecamatan di wilayah masing-masing.
Selanjutnya, petugas kecamatan akan meneruskan berkas persyaratan kepada Dispendukcapil sehingga masyarakat tidak perlu lagi bolak-balik mengurus administrasi ke berbagai instansi. Mekanisme tersebut diharapkan mampu menghemat waktu, tenaga, dan biaya yang harus dikeluarkan masyarakat.

Selain memberikan kemudahan akses pelayanan, inovasi PASTI MAPAN juga menghadirkan efisiensi biaya. Bambang menjelaskan bahwa biaya perkara yang ditetapkan Pengadilan Negeri Jember sebesar Rp240.000 dengan pengembalian biaya sebesar Rp30.000, sehingga masyarakat cukup membayar Rp210.000 melalui Bank Tabungan Negara (BTN) sesuai mekanisme pembayaran yang telah ditentukan. Dengan skema tersebut, masyarakat memperoleh pelayanan hukum dan administrasi kependudukan dalam satu rangkaian pelayanan yang lebih sederhana.
Lebih lanjut Bambang menerangkan bahwa terdapat perbedaan antara pembetulan dan perubahan dokumen administrasi kependudukan. Pembetulan dokumen yang tidak mengubah makna identitas, seperti kesalahan penulisan nama atau ejaan, dapat langsung diselesaikan oleh Dispendukcapil sepanjang seluruh dokumen pendukung telah memenuhi persyaratan. Sementara itu, perubahan identitas yang bersifat substantif atau mengubah makna, seperti pergantian nama secara keseluruhan, tetap harus melalui penetapan Pengadilan Negeri sebelum dokumen kependudukan diterbitkan kembali.
"Melalui inovasi PASTI MAPAN ini kami ingin masyarakat tidak lagi direpotkan dengan proses administrasi yang panjang. Cukup datang ke Dispendukcapil atau melalui kantor kecamatan, seluruh proses dapat difasilitasi sesuai ketentuan yang berlaku. Harapan kami, pelayanan ini benar-benar mampu memberikan kemudahan, mempercepat proses penyelesaian, memangkas birokrasi, sekaligus memberikan kepastian hukum bagi masyarakat Kabupaten Jember," pungkas Bambang.
Melalui sinergi antara Pemerintah Kabupaten Jember dan Pengadilan Negeri Jember, inovasi PASTI MAPAN diharapkan menjadi salah satu langkah strategis dalam mewujudkan pelayanan publik yang semakin adaptif terhadap kebutuhan masyarakat.
Pemerintah Kabupaten Jember akan terus menghadirkan berbagai inovasi pelayanan yang mengedepankan prinsip mudah, cepat, transparan, akuntabel, dan berorientasi pada kepuasan masyarakat sebagai bagian dari upaya mewujudkan tata kelola pemerintahan yang semakin baik. (*)
