JATIMTIMES - Anggota Panitia Khusus (Pansus) Laporan Hasil Pemeriksaan (LHP) BPK Tahun 2025 DPRD Situbondo, Arifin, mendesak Pemerintah Kabupaten Situbondo segera membentuk tim tindak lanjut untuk menuntaskan sejumlah temuan Badan Pemeriksa Keuangan (BPK).

Arifin yang juga menjabat sebagai Sekretaris Komisi III DPRD Situbondo menegaskan, pembentukan tim tindak lanjut menjadi langkah penting agar berbagai persoalan yang berulang dalam pengelolaan program dan kegiatan pemerintah daerah tidak terus muncul pada tahun-tahun anggaran berikutnya.

Menurut legislator PPP tersebut, temuan BPK seharusnya tidak dipandang sebatas catatan administratif, melainkan menjadi momentum evaluasi menyeluruh terhadap tata kelola pelaksanaan program, terutama yang berkaitan dengan pekerjaan fisik dan penggunaan anggaran daerah.

“Kalau tidak segera ada tim tindak lanjut, maka pola yang sama akan terus terulang. Padahal temuan BPK ini harus menjadi bahan evaluasi serius agar pelaksanaan program kegiatan ke depan lebih tertib, lebih terencana, dan kualitas pekerjaannya juga lebih terjamin,” ujar Arifin, Kamis (25/6/2026).

Ia menekankan, tim tindak lanjut yang dibentuk nantinya tidak boleh sekadar menjadi formalitas. Tim tersebut harus bekerja secara konkret dengan menginventarisasi seluruh temuan, memetakan akar persoalan, menyiapkan langkah korektif, hingga memastikan rekomendasi BPK benar-benar dijalankan oleh organisasi perangkat daerah (OPD) terkait.

Selain itu, tim juga dinilai perlu berfungsi sebagai penghubung antar-OPD agar proses tindak lanjut tidak berjalan parsial. Dengan koordinasi yang kuat, pemerintah daerah diharapkan mampu menutup berbagai celah persoalan sejak tahap perencanaan, penganggaran, hingga pengawasan pelaksanaan proyek.

Arifin menilai, pembenahan tata kelola keuangan dan pelaksanaan program harus dimulai dari keseriusan pemerintah daerah dalam menindaklanjuti setiap temuan audit. Sebab, tanpa langkah perbaikan yang sistematis, potensi terulangnya kesalahan serupa akan tetap terbuka.

Lebih jauh, ia mengingatkan bahwa pemerintah daerah sebenarnya telah memiliki dasar regulasi yang bisa dijadikan pijakan untuk menyelesaikan persoalan kerugian daerah maupun tindak lanjut hasil pemeriksaan. Salah satunya adalah Peraturan Bupati Situbondo Nomor 39 Tahun 2014 tentang Pedoman Penyelesaian Tuntutan Perbendaharaan dan Tuntutan Ganti Rugi Keuangan dan Barang Milik Daerah.

Peraturan yang ditetapkan pada 21 Agustus 2014 itu, lanjut Arifin, semestinya dapat dimaksimalkan untuk mempercepat penyelesaian atas berbagai temuan yang muncul, sekaligus memperkuat tanggung jawab setiap pihak yang terlibat dalam pengelolaan keuangan daerah.

Dengan adanya tim tindak lanjut yang bekerja secara terstruktur dan didukung payung regulasi yang jelas, Arifin berharap penyelesaian temuan BPK tidak berhenti pada tataran administrasi, tetapi benar-benar menghasilkan perbaikan dalam tata kelola pemerintahan.

“Yang terpenting sekarang adalah keseriusan pemerintah daerah. Jangan sampai temuan ini terus berulang dan pada akhirnya merugikan kualitas pembangunan maupun pelayanan publik,” pungkasnya.
