JATIMTIMES - Pemerintah Kota (Pemkot) Malang terus memperluas pemahaman masyarakat mengenai kebijakan baru di sektor perpajakan kendaraan bermotor. Melalui Badan Pendapatan Daerah (Bapenda) Kota Malang, sosialisasi terkait opsen Pajak Kendaraan Bermotor (PKB) dan Bea Balik Nama Kendaraan Bermotor (BBNKB) kini menyasar hingga tingkat RT dan RW.

Sosialisasi tersebut digelar di Kecamatan Kedungkandang, Rabu (17/6/2026). Kegiatan itu diikuti berbagai unsur, mulai dari pelaku usaha dealer kendaraan, camat, lurah, hingga perwakilan RT dan RW. Langkah ini menjadi upaya pemerintah memastikan informasi mengenai perubahan regulasi dapat diterima masyarakat secara utuh.

Pelaksana Tugas (Plt) Kepala Bapenda Kota Malang Moh Sulthon mengatakan, kegiatan tersebut merupakan tindak lanjut dari surat Sekretaris Daerah Provinsi Jawa Timur mengenai implementasi Permendagri Nomor 11 Tahun 2026 tentang penyesuaian dasar pengenaan PKB dan BBNKB.

Ia menjelaskan, pemerintah daerah diminta aktif memberikan sosialisasi agar masyarakat tidak salah memahami perubahan kebijakan yang mulai diterapkan. Kecamatan Kedungkandang menjadi lokasi kedua setelah sebelumnya kegiatan serupa dilaksanakan di Kecamatan Klojen.

"Memang kami jadwalkan sosialisasi ini di lima kecamatan agar lebih dekat dengan masyarakat. Harapannya warga yang diundang tidak perlu menempuh jarak jauh untuk mendapatkan informasi terkait pajak kendaraan," kata Sulthon.

Menurut Sulthon, Permendagri Nomor 11 Tahun 2026 memang membawa perubahan pada dasar pengenaan PKB dan BBNKB. Namun, masyarakat tidak perlu khawatir karena Pemerintah Provinsi Jawa Timur telah mengeluarkan Keputusan Gubernur yang memberikan kebijakan keringanan agar beban pajak tidak meningkat.

Ia mengungkapkan, tanpa adanya kebijakan tersebut, potensi kenaikan pajak kendaraan bisa terjadi. Karena itu, Pemprov Jatim menetapkan pengurangan dasar pengenaan pajak hingga 40 persen, lebih besar dibandingkan kebijakan sebelumnya yang sebesar 16 persen.

"Dengan adanya keringanan dari gubernur sebesar 40 persen ini, harapannya tidak terjadi kenaikan yang memberatkan masyarakat, terutama di tengah kondisi ekonomi yang masih menantang ini," ujarnya.

Selain memberikan penjelasan mengenai regulasi terbaru, Bapenda Kota Malang juga memaparkan perkembangan realisasi penerimaan opsen PKB dan BBNKB sepanjang tahun 2026. Target penerimaan opsen PKB tahun ini ditetapkan sebesar Rp 132,4 miliar, sedangkan opsen BBNKB sebesar Rp 60,5 miliar.

Hingga 14 Juni 2026, realisasi penerimaan opsen PKB telah mencapai Rp 50 miliar. Sementara itu, opsen BBNKB telah terealisasi sebesar Rp 19,5 miliar.

“Untuk PKB sudah melampaui target triwulan kedua. Sedangkan BBNKB masih perlu dikejar agar pada akhir Juni bisa mencapai target yang ditetapkan," jelasnya.

Sulthon menambahkan, penerimaan opsen memiliki peran penting dalam meningkatkan Pendapatan Asli Daerah (PAD). Dana tersebut akan dimanfaatkan untuk mendukung berbagai program pembangunan di Kota Malang.

Ia juga menjelaskan bahwa berdasarkan Undang-Undang Nomor 1 Tahun 2022, pemerintah kabupaten/kota kini memperoleh porsi opsen sebesar 66 persen dari penerimaan PKB dan BBNKB. Sementara sisanya menjadi bagian Pemerintah Provinsi Jawa Timur.
