JATIMTIMES - Badan Gizi Nasional (BGN) menyiapkan strategi baru dalam melaksanakan program Makan Bergizi Gratis (MBG). Ke depan, pemerintah tidak lagi selalu mengandalkan pembangunan dapur baru, melainkan memanfaatkan fasilitas yang sudah tersedia seperti kantin sekolah dan dapur umum, terutama di wilayah tertinggal, terdepan, dan terluar (3T).
Kepala BGN Nanik S. Deyang mengatakan langkah tersebut dilakukan untuk memperluas jangkauan program sekaligus meningkatkan efisiensi anggaran. Apalagi saat ini jumlah dapur MBG yang telah terdaftar terus bertambah dan sebagian besar berada di kawasan perkotaan.

Menurut Nanik, fokus BGN saat ini bukan lagi menambah jumlah dapur sebanyak-banyaknya, melainkan memastikan fasilitas yang sudah ada dapat berjalan optimal dan menjangkau daerah yang masih minim layanan.
"Jadi, sekarang ini kan banyak sekali yang mendaftar dan posisinya ada persiapan dan sebagainya. Saat ini sudah ada sekitar 27.000 lebih dapur yang sudah operasional. Kami akan beresin dulu ini," kata Nanik, Senin (8/6/2026).
Ia menjelaskan kebutuhan dapur di setiap daerah tidak bisa disamaratakan. Jumlah dapur yang tersedia nantinya akan disesuaikan dengan banyaknya penerima manfaat di wilayah tersebut.
Karena itu, BGN tidak akan memaksakan pembangunan dapur baru jika kapasitas yang sudah tersedia masih mampu melayani kebutuhan masyarakat.
Nanik mengakui saat ini persebaran dapur MBG masih didominasi kawasan aglomerasi atau daerah perkotaan. Sementara itu, sejumlah wilayah 3T justru belum tersentuh secara maksimal.
Kondisi tersebut menjadi perhatian pemerintah. Presiden Prabowo Subianto, kata Nanik, meminta agar perluasan program lebih dahulu diarahkan ke daerah-daerah yang selama ini belum terjangkau.
"Jujur, sekarang yang menumpuk ini di aglomerasi, yang 3T belum kesentuh. Jadi, Pak Presiden pesannya kami harus ke 3T dulu," ujarnya.
Karakteristik wilayah 3T juga berbeda dengan kota-kota besar. Di sejumlah daerah, jumlah penerima manfaat relatif sedikit sehingga pembangunan dapur baru dinilai kurang efektif dari sisi biaya maupun operasional.
Dalam skema yang tengah disiapkan, kantin sekolah menjadi salah satu fasilitas yang berpeluang digunakan untuk mendukung pelaksanaan MBG.
Selain kantin sekolah, BGN juga membuka kemungkinan pemanfaatan dapur umum maupun fasilitas memasak lain yang sudah tersedia di daerah.
Menurut Nanik, pendekatan tersebut lebih realistis diterapkan di wilayah yang jumlah penerima manfaatnya tidak terlalu banyak.
"Kita juga tidak harus membangun dapur baru. Itu prinsipnya. Kita bisa menggunakan dapur-dapur misalnya kantin sekolah karena (daerah) 3T ini cuma ada yang 200, ada 81, ada 47 orang di wilayah-wilayah itu," ujar Nanik.
Dengan jumlah penerima manfaat yang terbatas, pembangunan dapur baru dianggap tidak efisien.

Nanik juga menjelaskan bahwa yang menjadi prioritas adalah memaksimalkan fasilitas yang sudah tersedia daripada membangun infrastruktur baru di setiap lokasi.
"Jadi yang sudah ada existing, entah dapurnya siapa, mungkin ada dapur umum atau apa, intinya tidak harus membangun dapur baru," kata Nanik.
Selain memanfaatkan fasilitas yang sudah ada, BGN juga membuka peluang dukungan pendanaan dari berbagai pihak agar pelaksanaan MBG tidak sepenuhnya bergantung pada Anggaran Pendapatan dan Belanja Negara (APBN).
Sumber pendanaan tersebut bisa berasal dari program tanggung jawab sosial perusahaan (CSR), hibah luar negeri, hingga dukungan yayasan yang memiliki perhatian terhadap program pemenuhan gizi masyarakat.
"Misalnya ada CSR BUMN, ada hibah dari negara lain. Itu banyak loh hibah-hibah ini. Bahkan, sekarang sudah ada juga beberapa yayasan yang menerima hibah untuk membangun dapur," ujar Nanik.
Perusahaan yang beroperasi di daerah terpencil juga didorong untuk ikut mendukung penyediaan fasilitas MBG melalui program CSR mereka.
"Jadi ada beberapa alternatif. Intinya untuk mengurangi beban anggaran APBN. Dulu kan full 100 persen dibiayai oleh APBN," ujar Nanik.
Perubahan strategi ini menjadi bagian dari langkah efisiensi yang tengah dilakukan BGN setelah anggaran MBG dipangkas menjadi Rp 268 triliun.
Meski demikian, Nanik memastikan efisiensi tidak akan mengurangi jumlah penerima manfaat program.
BGN saat ini menjalankan sejumlah langkah, mulai dari penyesuaian sasaran penerima manfaat, moratorium pembangunan dapur baru, pembenahan dapur yang sudah beroperasi, hingga memperluas jangkauan MBG ke wilayah 3T dengan skema yang lebih hemat anggaran.
Di sisi lain, evaluasi terhadap dapur yang telah beroperasi juga terus dilakukan. Dapur yang tidak memenuhi standar yang ditetapkan berpotensi dikenai penghentian sementara hingga dilakukan perbaikan. "Artinya bila dapur itu tidak sesuai tentu kami akan melakukan suspend," pungkas Nanik.
