JATIMTIMES - Dewan Perwakilan Rakyat Daerah (DPRD) Kota Malang tengah membentuk panitera khusus (pansus) untuk menggodok Rancangan Peraturan Daerah (Ranperda) Ruang Terbuka Hijau (RTH). 

Perda tersebut sebenarnya diproyeksikan untuk menjaga keseimbangan ekologi di Kota Malang. Apalagi di tengah pembangunan yang masif, RTH di Kota Malang masih jauh dari kata ideal.

Catatan JatimTIMES, RTH Kota Malang saat ini hanya mencapai sekitar 17 persen dari total luas wilayah perkotaan. Angka tersebut masih jauh dari target ideal nasional sebesar 30 persen. Yakni RTH publik 20 persen dan private 10 persen. Bahkan, kondisi eksisting RTH Kota Malang justru diperkirakan hanya berkisar 3 hingga 4 persen. 

Namun sayangnya, Raperda RTH yang dimaksudkan sebagai upaya untuk menyeimbangkan ekologi justru dikaitkan dengan rencana pembangunan gerai Koperasi Merah Putih (KMP). 

Data diterima dari Dinas Koperasi, Perindustrian dan Perdagangan (Diskopindag) Kota Malang menyebut bahwa saat ini sudah ada 2 KMP yang memiliki gerai. Yakni di Kelurahan Bunulrejo dan Arjowinangun. 

Jika menyesuaikan dengan jumlah sebanyak 57 kelurahan, maka masih akan dibangun lagi 55 gerai KMP. Sedangkan menurut Kepala Diskopindag Kota Malang, pembangunan gerai KMP masih terkendala ketersediaan lahan yang masih berstatus RTH. 

“Nanti nunggu keputusan dulu dari lahannya itu. Lahannya kan masih bentuk RTH itu,” katanya.

Eko menjelaskan, pembangunan gerai KMP selanjutnya, baru dapat dilakukan setelah proses revisi aturan terkait RTH selesai disusun. “Ya menunggu dari hasil (penyusunan Perda) RTH itu, baru dibangun,” imbuhnya.

Sebagai informasi, untuk satu bangunan gerai KMP, setidaknya dibutuhkan lahan seluas 600 meter persegi (m²). Itu artinya, setiap wilayah kelurahan di Kota Malang harus memiliki lahan seluas 600 m² yang tidak terpakai untuk dapat dibangun KMP.

Di sisi lain, Ketua Pansus Ranperda RTH Akhdiyat Syabril Ulum mengatakan bahwa ranperda tersebut dimaksudkan untuk mengatasi krisis luasan RTH yang saat ini masih jauh dari kata ideal.

"RTH Kota Malang saat ini baru mencapai 3,44 persen. Kami berharap agar RTH yang ada bisa ditambah, salah satunya melalui skema pembelian lahan RTH baru," ujar Ulum.

Ia juga menambahkan bahwa jika penambahan lahan baru sulit direalisasikan, prioritas legislatif adalah mengunci dan mempertahankan kawasan hijau yang sudah ada agar tidak beralih fungsi.

"Jika tidak bisa menambah RTH, maka kami meminta ada upaya tegas untuk mempertahankan luasan RTH yang sudah ada saat ini," cetusnya.

Pihak legislatif menegaskan bahwa penyusunan Ranperda RTH ini murni bergerak di atas koridor pemenuhan kuota ideal luasan hijau demi menjaga kualitas lingkungan hidup jangka panjang Kota Malang, bukan untuk mengakomodasi kepentingan proyek tertentu, termasuk KMP. "Kami tidak mau jika seperti itu (RTH untuk lahan KMP)," ucapnya.

Kini, publik dan elemen masyarakat sipil berharap agar proses pembahasan Ranperda ini tetap berjalan transparan, objektif, dan akuntabel. 

Harapannya, pemenuhan kawasan resapan air dan paru-paru kota tidak dikorbankan demi pembangunan fisik semata.
