JATIMTIMES – Masalah proyek fisik yang terbengkalai atau mangkrak di Kota Batu menjadi perhatian serius pihak legislatif. DPRD Kota Batu memberikan rekomendasi kepada Pemerintah Kota (Pemkot) Batu untuk memberikan ketegasan pada perusahaan kontraktor atau pemborong yang bermasalah. Yakni memasukkan mereka yang tidak bertanggung jawab ke dalam daftar hitam (blacklist).

Hal ini mencuat menyusul adanya sejumlah proyek pembangunan yang hingga kini belum tuntas, salah satunya yang menjadi sorotan adalah proyek di SD Negeri Sisir 01, juga SD Negeri Temas 01. Selain keterlambatan penyelesaian, kualitas pengerjaan dan kebersihan pasca-konstruksi juga dinilai sangat buruk.

Wakil Ketua II DPRD Kota Batu, Punjul Santoso, menyatakan bahwa pemerintah daerah harus memiliki catatan evaluasi yang ketat terhadap setiap penyedia jasa atau OPD terkait pembangunan. Menurutnya, perusahaan yang menterlantarkan pekerjaan tidak boleh diberi ruang lagi untuk mengerjakan proyek pemerintah lainnya.

"Kami memberikan rekomendasi agar pemerintah daerah mem-blacklist pengusaha atau pemborongnya. Karena ada kemungkinan dia punya borongan lain yang juga dimangkrakkan. Jangan sampai mereka hanya mencari pekerjaan tapi justru menterlantarkan tanggung jawabnya," tegas Punjul, Minggu (10/5/2026).

Selain proyek sekolah, Punjul juga menyoroti pengerjaan infrastruktur drainase dan trotoar di beberapa titik, seperti di kawasan Jalan Diran dan area depan SMP Negeri 1 serta SMA Negeri 1 Batu. Ia menilai pengerjaan di lokasi tersebut sangat semrawut dan meninggalkan sisa material yang mengganggu kenyamanan publik.

"Coba lihat di depan SMP 1 itu, bekas pengecoran dan material lainnya masih berceceran (selengkrah). Kenapa tidak dibersihkan setelah selesai? Itu kan tanggung jawab pemborong. Masa pengerjaan seperti itu dibiarkan," kritiknya.

Tak hanya soal estetika, sisi teknis pengerjaan saluran air juga tak luput dari koreksi. Ia mencontohkan adanya saluran masuk air yang tidak sesuai spesifikasi, sehingga berpotensi memicu banjir saat hujan turun karena air tidak bisa masuk ke selokan dengan maksimal.

Punjul menegaskan, setiap kontraktor memiliki kewajiban hukum untuk menyelesaikan pekerjaan sesuai spesifikasi dan waktu yang ditentukan. Jika melanggar, sanksi berupa denda hingga pemutusan kontrak harus ditegakkan sebagai bentuk pertanggungjawaban kepada rakyat.

Pihak dewan berharap Pemkot Batu lebih selektif dalam memilih rekanan agar anggaran daerah yang bersumber dari pajak rakyat tidak terbuang sia-sia pada proyek-proyek yang tidak memberikan manfaat optimal bagi masyarakat.

"Setiap tahun harus ada evaluasi dari OPD terkait, entah itu di bidang pendidikan atau infrastruktur umum. Yang tidak sesuai spek apalagi menterlantarkan proyek, harus menjadi catatan tersendiri. Ini menjadi rekomendasi kami di LKPJ agar tahun 2026 tidak terjadi hal serupa lagi," pungkasnya.
