JATIMTIMES - Dinas Pendidikan (Dispendik) Kabupaten Malang minta kepada seluruh satuan pendidikan yang melaksanakan program Sekolah Plus Ngaji (SPN) memberikan bantuan transportasi sebagai pengganti honor bagi guru atau tenaga pengajar di Program SPN. 

Sekretaris Dinas Pendidikan Kabupaten Malang Rosyta Dewi menyampaikan, bahwa Program SPN telah digulirkan secara resmi sejak 29 Mei 2024 di SDN 4 Panggungrejo, Kecamatan Kepanjen, Kabupaten Malang. Sejak digulirkan, terdapat 113 satuan pendidikan di Kabupaten Malang yang menjadi pilot project Program SPN.

"Program Sekolah Plus Ngaji sampai sekarang masih dilanjutkan. Untuk pilot project nya kan tahun 2024 di 113 sekolah. Itu kan harapannya bisa mengimbaskan, itu sangat didukung oleh Pak Bupati untuk pelaksanannya," ungkap Rosyta kepada JatimTIMES.com. 

Menurutnya, salah satu persoalan yang menjadi pembahasan di kalangan guru atau tenaga pengajar Program SPN yakni berkaitan dengan honor. Di mana masih belum ada regulasi resmi mengenai pemberian honor terhadap guru atau tenaga pengajar Program SPN. 

Oleh karena itu, Rosyta menyarankan agar masing-masing satuan pendidikan dapat menggunakan dana Bantuan Operasional Sekolah (BOS) untuk memberikan bantuan transportasi kepada guru atau tenaga pengajar Program SPN sebagai ganti dari honor.  "Kalau dari dana BOS itu diperbolehkan, asalkan sesuai dengan porsinya, bukan berupa honor seperti non ASN. Kita diskusi dengan Inspektorat, itu mungkin berupa bantuan transportasi," jelas Rosyta. 

Pihaknya menjelaskan, jika pemberian honor untuk guru atau tenaga pengajar terdapat syarat dan ketentuan serta petunjuk teknis (juknis) yang telah diatur di dalam Peraturan Menteri Pendidikan Dasar dan Menengah RI Nomor 8 Tahun 2026 tentang Petunjuk Teknis Pengelolaan Dana Bantuan Operasional Satuan Pendidikan. 

"Kalau di juknis BOS Nomor 8 Tahun 2026 honor kalau di BOS itu rigid. Honor hanya untuk non ASN yang sudah punya NUPTK (Nomor Unik Pendidik dan Tenaga Kependidikan) dan masuk di Dapodik (Data Pokok Pendidikan). Tapi kalau untuk item lain, misalkan diambilkan dari bantuan transportasi itu kan masih bisa," beber Rosyta.

Lebih lanjut, terkait dengan besaran jumlah bantuan transportasi untuk guru atau tenaga pengajar Program SPN, Rosyta menyebut hal itu disesuaikan dengan kemampuan sekolah asalkan tidak melebihi standar bantuan transportasi di lingkungan Pemerintah Kabupaten (Pemkab) Malang. 

"Besarannya sesuai dengan kemampuan sekolah, asalkan tidak melebihi standar dari Kabupaten saja. Kalau standar harga dari Kabupaten itu untuk bantuan transport masyarakat Rp 100 ribu," pungkas Rosyta.
