JATIMTIMES – Dinas Lingkungan Hidup (DLH) Kota Malang membantah adanya dugaan pungutan liar (pungli) di tempat penampungan sementara (TPS) Kelurahan Jatimulyo.
Menurut Plh Kepala DLH Kota Malang Gamaliel Raymond Matondang, pungutan tersebut lebih kepada bersifat iuran yang dilakukan antar-penggerobak. Raymond mengatakan bahwa hal tersebut dilakukan agar proses pengangkutan sampah dapat berlangsung lebih cepat.

“Karena tenaga dari DLH terbatas, jadi mereka gotong royong supaya sampah cepat masuk kontainer,” jelas Raymond, Jumat (17/4/2026).
Pernyataan tersebut sekaligus menjawab keresahan masyarakat RW 5 Kelurahan Jatimulyo yang mengaku resah tentang adanya dugaan praktik pungli di TPS.
TPS Jatimulyo sendiri menggunakan sistem kontainer. Karena itu, penggerobak diwajibkan langsung menaikkan sampah ke dalam kontainer. “Ke depan akan dibuat SOP, tugas penggerobak hanya menaikkan sampah ke kontainer,” katanya.
Sebelumnya, warga juga mengeluhkan adanya oknum yang beraktivitas memilah sampah. Keluhan itu lantaran proses pemilahan sampahnya dilakukan dengan cara yang kurang sesuai. Sehingga, bukan hasil pilahan sampah yang didapat, justru pendistribusian sampah yang terhambat. Bahkan selama kurang lebih 5 tahun, sampah di rumah warga kerap tak terangkut.
Atas hal tersebut, Raymond pun menyepakati beberapa hal. Salah satunya yakni agar seluruh penggerobak harus memiliki surat pengantar dari RT dan RW.

“Semua penggerobak yang ada di Jatimulyo harus ada surat pengantar dari RT RW, agar bisa mengurangi jumlah sampah yang masuk ke TPS,” kata Raymond.
Dengan hal tersebut, Ketua RW 5 Kelurahan Jatimulyo Sugianto mengaku bahwa seluruh tuntutan sudah sesuai. Saat ini pihaknya hanya tinggal menunggu komitmen DLH Kota Malang.
"Hasil keputusan rapat sudah sesuai dengan tuntutan warga RW 05. Tinggal menunggu komitmen DLH Kota Malang dalam penerapan dan realisasi hasil keputusan rapat hari ini di lapangan," ujar Sugianto saat dihubungi JatimTIMES.
